The Department of Foreign affairs and External Relations is responsible for conducting policies related to immunities, diplomatic management and consular affairs, relations with international and multilateral affairs and the international environment. The functions of the department are implemented through four main division of the ministry: Department of International Affairs (established on February 16, 2017), the Office of International Cooperation and Development, the Department of Diplomatic and Consular relations, the Diplomatic Posts and Consulates overseas and State of Norderland Representations to International Organisations. The Department of External Relations is headed by the Government Counsellor/ Head of Government of the State of Norderland .
The current Government Counsellor for External Relations is Her Excellency Mrs Diana Haus.
Policy
A micronation can be a good candidate to get diplomacy and mutual recognition if respects, shares, agrees and matches the following points:

Promotion of peace, neutrality, democracy, human rights and freedoms.

Promotion of the respect for every religion, faith, race, sexual orientation and the absolute condemnation of every kind of discrimination.

The micronation must be at least 6 months old. This can be void for micronations located on Italy or with Italian as national language.

The micronation must have a website with clear and truthful information (population, goals, territory, flag and so on).

The micronation must exist in real life, located on a true place on the Earth planet.

Believe in the equality of all Nations and Peoples and the inalienable right to self-determination

Adhere to internationally accepted human rights standards

Adhere to the principle of democratic pluralism and reject totalitarianism or any form of religious intolerance

Reject terrorism as a form of policy

Have respect for all Peoples and population groups, including minority and majority populations within territories inhabited by the participant but belonging to different ethnic, religious or linguistic groups
If a micronation should violate one of the previous points after got mutual recognition and diplomatic relations, the State of Norderland reserves for itself the right to cut the mutual recognition and diplomatic relations, especially in cases of human rights violations and if the micronation shows a belligerent behaviour, starting offensive wars (no matter against who).

The State of Norderland recognizes micronations with the recognition of treaty micronation in return.
The State of Norderland currently follows a Policy of recognizing all Micronations as being legitimate countries and nation states. The State of Norderland is currently open to accepting all Treaties of Mutual Recognition, Alliances and Treaties which might be presented to the Department of Foreign Affairs.
As for the matter of war, the state views micronational wars to be completely pointless and contrary to the founding principles of the State and therefore we will refuse to participate in any war, and will not recognise any war declared upon us.
